Metzger was born in the 1960s. He later went to represent a midwestern state of the United States. He became a huge outspoken critic of China, stating that they were severely undercutting American products and were behind the loss of factories and communities due to their cheap goods. He had been traveling the world recently in his capacity as a member of the Senate Homeland Security Committee.
Metzger later traveled to Shanghai, China to meet with Edward Cutler, chief of the CIA's Shanghai division. During the meeting, however, Kovic interrupted it, revealing that he had in fact survived the assassination attempt. Metzger then decided to leave Kovic and Cutler alone as it was obvious they had much to discuss.
