Let's keep 100% accurate information on this topic. Here are some earlier speculations on ECM's abilities:
ECM jammer might deflect any incoming Javelin, Stinger and Guided Shells coming towards you if you use evasive manoeuvers.
The ECM can also stop a rocket from hitting the jet after it has been fired, this only works if the rocket hits the chaff cloud, it will explode behind the jet and the jet will not take any damage, this can be hard to get the hang of and is the easiest to use in a helicopter since the cloud is deployed under it and the rocket will be coming from the ground but in jets it can be hard to use because the cloud appears behind the player, but if the player flies their jet in a straight line the rocket will hit the cloud.
A good offensive strategy in attack helicopters (particularly dogfights against other attack helicopters) is for the pilot to ECM as late as you can before the enemy's heat-seekers are launched at you. The reason for this is the ECM jammer reloads considerably quicker than the gunner's flares do. This way, if you are locked and fired upon you have countermeasures to deploy on retreat. By this time, the ECM jammer should be up again. It should also be noted that the ECM will spoof air-to-air and surface-to-air heat-seeking missiles as long as the missile travels through the chaff. So, if you are in front of your ECM chaff cloud, the missiles will likely hit as opposed to if you were retreating and popped them, or popped them then pitched backwards to get them in front of you. Please note that if you are being laser designated it is a good idea to pop ECM as soon as the lock sound becomes solid; as Javelins will inevitably follow.
Also, it should be noted that the ECM Jammer will only work against laser designation if you pop it before someone fires a Javelin or Guided Missile. If the missile is fired before you ECM, it will retain its lock with a slight chance hitting you. To be 100% safe to avoid a laser-designated, locked missile is to get an obstacle in its flight path towards you or to fly very low to the ground while pitching to either side; the missiles hit from the top, are rather slow and will miss and hit the ground. If you are not very low, they will simply loop around your helicopter or jet until it finally hits you.
